Have been thinking a bit about freight / shipment costs and we use 2
calculation methods depending if shipments is national or international:

1) if National: We use city or ZIP code to calculate shipment costs
2) If international: We use Country to calculate it.

I guess it's a pretty standard way to do it (at least is how DHL, FedEx and
EMS work around here). If I'm sending a parcel to Australia, it's the same
rate whatever the zip code is.

It was one of the things to improve in Mo's cart, as he's using the zip
code only.
