I agree that components need to be available before the wo starts so it is  the start date of the wo that should be worked back from not the required date.

As  regards the BOM functionality it is possible to have the same component required from different work centres. It is a bug that deletes both from the BOM and that the  MRP does not deal with both components or at least add the two requirements together.
