#16 Instructor reference tests access

Assume two instructors are teaching different sections
of the same course. One instructor sets up the
reference tests for all sections. The other instructor
should be able to access the reference tests that have
been assigned to their section projects by the other
instructor.

    This was added back in Feb 2007 with Core v1.3.16, but I forgot to close
    the request. Now, all file/dir parameters for plug-ins include a "download"
    icon as well as a browse button. Using this button, everyone who can see
    the options can download and view any supplemental files, including test
    cases, provided by other instructors or course staff, even if those files
    belong to someone else.

    Note that you cannot edit such files in place unless you own them. If you don't
    own the file, you can only download it, then edit and re-upload into your
    own file space.
