 Empty window needed in skirmish mode? (Intelligence, F5)?

 Open a build menu. Show the overview of points (F5).
 In the lower middle right above the energy bar opens a window without
 content.
 After closing the overview, it remains.

 Are the researched item missing by bug? If not, even that the window is
 transparent, no need for that empty window, not? Well it does not matter
 much.

 Windows 7 installation, that has no OpenGL 1.4/higher
