Add retry mechanism on encountering unexpected EOF error while downloading a part after waiting for a connection to be freed and decrease the maximum connection limit to NumCurrConn - 1, but if NumCurrConn-1 becomes 0 then stop the downloader and return error (possibly internet went off).
