Using edit OB and select a leader.

select Create Inactive Leader and it crashes

    I've also seen this problem when trying to create leaders for
    the allies that aren't Prussian. Trying to create Austrian
    leaders always sent me back to the desktop but I found I
    could work around it by Deleting Leaders which then created
    a leader in it's stead.
