#19 WRAP doesn't work with placeholder nested in other component

The WRAP tag only works if the placeholder tag is a direct child of
the WRAP tag. That is is is not nested inside of any components
inside the wrapping file. This is not correct, but will require a
significant change to how wrapping is implemented to fix.

This is probably a related/same issue:

I have a template containing a <core:wrap> tag and some
form elements. I want to wrap these elements inside the
<form> tag of another template. However I get compiler
errors "input/label component must be nested inside form
component" etc.

Is this the problem described in the original comment?
