Is this repository still active or is it dead?

I see no activity in the code here since 2012.

On the other hand, there is a lot of activity in the Debian git repository.

    Feel free to use Debian's branch as you need.

    Currently, Arch and Ubuntu (and Debian derivatives) use Debian's
    branch. Gentoo, Fedora, openSUSE, FreeBSD and NetBSD use portions
    of patches. cf. https://sourceforge.net/p/w3m/patches/

    GNU Guix, NixOS (Nixpkgs) and NetBSD (pkgsrc) use Debian's branch now.
