can't succeed opening file

I download VTCl1.6

When i open file I get error

missing value to go with key
    while executing
"info procs"
    (in namespace eval "::tcl::dict" script line 1)
    invoked from within
"namespace eval $context {info procs}"
    (procedure "vTcl:source" line 10)
    invoked from within
"vTcl:source $file newprocs"
    (procedure "vTcl:open" line 29)
    invoked from within
"vTcl:open"
    (menu invoke)

how can fix it?

don't know how to fix this, but the post below has fix for it.
