#710 Plug-in Manager - Fails to access remote plugin information

Platform: Mac OS 10.14.6 on MacBook Pro (Retina, 15", Mid-2015)
VStar Version : 2.21.2 and 2.21.3

Issue: Can not install plug-ins as VStar Plug-in Manager can no longer access remote plugin data
Suggested Priority: 15 as this breaks significant existing functionality - plug-ins cannot be installed

Steps to Repeat: Tool Menu -> Plug-in Manager -> Error Dialog - "Error reading remote plugin information" -> OK -> Error Dialog - "Plugin Manager: Initialising P..."

Thoughts: Maybe due to altered URL's with AAVSO website upgrade, or something else.
