#113 [in 5.4.4] Cant create directory when running configure

In v5.4.3 It fails when it gets to the tcp.smtp file on a
brand new install. If you create the dir (mkdir -
p /home/vpopmail/etc) first the configure works.
This is the configure error:

checking whether we can locate the tcp.smtp file...
configure: WARNING: Unable to find your tcpserver relay
file.
configure: WARNING: Creating tcp.smtp
in "/home/vpopmail"/etc/tcp.smtp.
./configure: line 5312: /home/vpopmail/etc/tcp.smtp: No
such file or directory
configure: error: Unable to find your tcp.smtp file,
specify --enable-tcpserver-path=/full/path/to/tcp.smtp
