#12 Allow user to add areas of expertise not in the database

There are some subjects a tutor may want to search for that are not in the data base. This could be solved if we allowed users to add subjects of their own. But there is a risk that users will add unwanted subjects, or try to disable the system by adding a lot of subjects.
