Trabas VoIP Billing / News: Recent posts

There's no significant changes in the application for this release. It's prepared as new baseline for further development.
Changes include:
- configuration
- adding `web' directory
- updating INSTALL and README file
- new script `sr' for general search and replace
tool (a drop in replacement for change-db.pl)
