#122 VNC Password Behavior Change

I have noticed a change of behavior in the newest
version (1.3.8) whereby a password needs to be set
for every single user on the machine in order to
connect, even if you're running TightVNC as a service
and you have specified a password under Default Local
System Properties (DLSP).

Steps to duplicate the behavior:

> Install VNC (clean with no previous registry
entries)
> Register service
> Start service
> Set password under DLSP
> Log in as any user
> Attempt to connect from another computer

The TightVNC viewer will say no default password has
been specified.

In the past (version 1.2.9 or 1.3.7dev), as long as
you specified a password under DLSP, you could
connect using that password, no matter what user was
active on the machine.

In addition, if you restart the service at this
point, you *can* connect using the DLSP password.

This can be quite a pain in a multi-user environment.
