Problem with -quality, initial config

I was wondering if you could help me.

I would like to test compresslevel 2 and quality 9 in TightVNC 2.8.2 , the
latest veriosn, but it keeps gewtting error on command line.

-compresslevel 2 
-quality 9

both keywords doesn't work on windows 8,10

-compresslevel level

-quality level

What's more, where can I specify this on a general config file on tight to
start this configuration on all connections? Always starts with
compresslevel @ 6 and quality @ 6, I would like to change that, on which
file I could edit to achieve that?
