#1405 TightVNC ignoring or translating keys in an unconditional way

TightVNC Viewer for Windows Version 2.8.2 does have a nagging bug:
I can't enter various characters from my keyboard:
als there are "!"§$%&/()=?`´°^*+~'#{[]}\²³" in some cases even RETURN is not accepted. It does not help to press any of the modifier keys. The characters are not entered (nothing happens) or are replaced by other characters. Mainly by "1234567890".

This is for Windows with charset 850, 473, 1250. It is impossible to enter something like: set module_path=/boot/kernel.old You'll enter set module?path3boot3kernel.old.
The "_" is converted to "?". "/" to "3" and "=" is converted to nothing.

Seen this with VNC-Servers on Windows (XP, 7, 10), Linux (Debian stable,testing,unstable, Fedora 23,24,25,rawhide, CentOS 5,6,7), FreeBSD (10,11,CURRENT), and Clients on Windows 7 and Linux.
