Could you offer portable version of VSS?
Portable would mean no Registry / Administrator Rights / Installation is required.

VSS has been developed for Windows XP so I'm not sure how it will do on newer system like Vista/7.
It uses registry only for file associations which is optional.
Also it needs codec to play video, here I have no solution.
You can use 7zip to extract the files from the installer.
