#1 Model Magnetic Heading

Add a model of the Earth's magnetic field that can be used to
compute the magnetic offset from true north for an arbitrary
location. This will allow the 3D view to show either true or
magnetic heading. Also, the offset from true north can be shown
in the 2D map for any location that the user selects.

The development code now contains a Java implementation of the DMA
(Defense Mapping Agency) World Magnetic Model, epoch 2000.
Currently, the user accesses the WMM only by clicking on a map using
the "cross-hair" tool (the local magnetic declination is displayed in the
info line as "Magenetic Offset from True North" in degrees. Other ways
to access the WMM will be added.
