Here is what I'd like to do:
run vncserver at resolution of 512x512 remotely.
run vncviewer but upsample the output to 1024x1024. I want a bigger resolution and I don't care about the blocky output of straight upsampling.
I think I can do this by hacking up the vncviewer code, but wondering if there is a better way / existing solution.

The Windows TurboVNC client supports scaling, although for some reason it's currently limited to 150%. I think I could modify it to go up to 200% if that is an acceptable solution for you.
