However, in my example, both the input and output files are gpx v1.0. Yes, in fact you are correct - sorry I must have confused myself in looking between the two versions of spec! Unfortunately the file which handles all this (gpx.c) doesn't seem to be written in a way that can easily handle the way the two specs differ - so even though it's definitely a bug - I believe it would require quite a bit of effort to fix.
