My wording was a little insane.
Better: Double click on a file.gpx in WINDOWS7 Files Explorer will open default application "Viking", but double clicked gpx track will not be shown in Viking.
Steps how to reproduce with Viking 1.6.2:
double Click on arbitrary file.gpx
Unexpected observations:
a) No track shown
b) At crosshairs placeholder "Thumbnail not yet loaded"
c) Crosshair on default map, far away from track area
d) UI in English, not in My default Language "German"
e) Unexpected layers pane contents: shows
"Top Layer - <fiename> - Waypoints - <fiename> - Default map"
Expected:
"Top Layer - <fiename> - Tracks(?) - <date:time> - Default map"</date:time></fiename></fiename></fiename>

Yes double clicking on a GPX file on Windows resulted in Viking misinterpreting the file type as a JPG image file (although I don't really understand why) - hence no tracks would be shown.
A fix has now been applied to the source code base.
As to the UI not coming for your locale, I don't understand the Gtk/GLib environment <-> Windows invocation well enough to why this should be case when starting Viking via a double click. This would appear to be a separate issue from the tracks not being shown.
Does the locale work correctly when opening files via double click on any previous version of Viking?

I'm sorry but I don't quite understand what you mean by "not with double clicked gpx track"
As otherwise you say yourself it's working correctly by double click on a GPX file in the File Explorer on Windows 7.
