I don't know if its supposed to or not, but its really annoying having to adjust this everytime I open viking up. Happens both on Gentoo and Mint 17 so Figured its either not supported or a bug.
By default Viking doesn't maintain it's panel split setting.
However if you turn on the Edit->Preferences->Startup->Restore Window Setup it will retain the panel split position (as well as the overall Window size).
