I have no plans to support Windows XP. This platform is no longer supported by Microsoft:
"After 12 years, support for Windows XP ended April 8, 2014. There will be no more security updates or technical support for the Windows XP operating system. It is very important that customers and partners migrate to a modern operating system such as Windows 10."

Even though MS has stopped support doesn't mean that you have to as well.
Is there anything coding-wise that prevents you (such as using a library that is only available in post-XP OSes) or is it just an issue of you changing the target in your IDE?

It's not wanting to spend time on an OS that people shouldn't use anymore. I'm just one guy doing this as a hobby, and I don't want to install/run WinXP anymore.

It's not wanting to spend time on an OS that people shouldn't use anymore. I'm just one guy doing this as a hobby, and I don't want to install/run WinXP anymore.
