#253 monitor condition request: rasterline

hi,
a new condition (rasterline) in monitor would be fine to check watchpoints-breakpoints with rasterline support, like this: [idea came in mind after i noticed feature request #244 (Output current rasterline as hex in monitor) and this feature will really be handy, e.g. invalid rasterline checking in NTSC]

and so on is implemented for VICE 3.2. Should work just the same for VICE 3.3.

So Markus has provided a working solution, but that is not merged in. Can I just bump this to see that happen.

I have provided such feedback on a few occasions so I guess you are barking up the wrong tree here ... (The open ones are 125 if I understand the system right)
