Configuring VICE 2.4.18, rev 29455M with --enable-static-ffmpeg but without --enable-gnomeui does not result in a usable media recording interface. Launching the "Save media file" command popus up a "Screen Snapshot" dialog which includes "FFMPEG" in the list of available formats, but after selecting it there is no way to configure which media format or video and audio codecs to use.
