#1677 Binary monitor documentation: Undocumented response type 0x00

When sending a command with invalid parameter values, the binary monitor can respond with a response type 0x00.

However, the documentation does not mention this response type once. It only vaguely talks about the response type being "usually the same as the command ID".

Since 0x00 is an actual response type the binary monitor can emit, the binary monitor documentation should document it and describe the circumstances in which the binary monitor might issue this response type.
