you have two solutions:
(1) This can be fixed by the author digitally signing the distributed software.
(2) A common distribution method for authors to bypass SmartScreen warnings is to pack their installation program (for example Setup.exe) into a ZIP-archive and distribute it that way
Apparently, you can right click on the downloaded file and check unblock, to get around the "SmartScreen" block to run this file after downloading on windows 10.
