Hard drive appeared as "GPT Protected Partition" in Windows, ran diskpart clean command, converted to gpt since mbr has a 2TB limit, but the drive does not mount when using Veracrypt, whether a drive letter is assigned or not. Using a new external hard drive connector.
MountVolume: 9170 error
Same issue on Windows 10 with drive directly connected via SATA, two partitions are shown.
Restoring the header does not work when using the restore backup header option in Veracrypt. The password is correct. Regardless of whether using GPT or MBR.
Testcrypt does not find anything.
The option to select particular cylinders is greyed out in testcrypt. It does not actually scan the disk.
This is after the proper software was installed and driver enforcement was disabled.
testcrypt appears to skip scanning entirely, which is strange
