"encrypt system drive" dialog not showing

hello VC team, i have the same problem now on 2 brand-new laptops. the problem happens as follows:

• open veracrypt
• select "encrypt system partition"

... and nothing happens, the dialog does not show

when i select the menu item again, it tells me that it's already running. in the task manager i can see a "veracrypt format" process, if i end it the selection "works" again (in the sense that i don't get an error message, but it does not show).

once i could "fix" it by uninstalling some telemetry thing, now i have another laptop which simply refuses to show the dialog.

the laptops are set up the same way:

• setup windows
• uninstall all crapware (mcafee, etc.)
• install jumpcloud agent (an MDM tool we use, which used to work flawlessly before)
  • (it also does not work without jumpcloud, i tested)
• install veracrypt

any help available?

update: this happens with v1.26 as well.
