Traveller Disk Setup fails with "package is damaged"

I downloaded the Windows Portable Version VeraCrypt Portable 1.26.20.exe
from https://veracrypt.io/en/Downloads.html today
and ran it to extract the files to C:\Program Files\Veracrypt

When I run VeraCrypt-x64.exe (as Admin) and go to Tools>Traveller Disk Setup... I get an error:

This distribution package is damaged. Please try loading it again

I did the download again and got exactly the same file, so I'm not sure where to go from here.
