Why can't I use other partitions for paging? Is there a workaround? (Windows 10)

I noticed the system drive does not have a lot of unused space, the partition is already using the whole physical device so I can't expand it. The logs show the system has run out of virtual memory a few times. The only solutions are to either install the system on a new larger device, or to move the page file on one of the other physical devices. For some reason Veracrypt won't let me configure Windows to page to an other partition. But why exactly not?

I can't find a reference to this in Veracrypt documentation though. In fact the documentation describes how all partitions to which the page files are written should be encrypted. Partitions in plural, suggesting it should be possible to page to multiple partitions.

The other partition to which I want to page is encrypted as well and currently mounted as system favorite.

I guess I can't make both partition system partitions either right?
