How do I create a USB boot disk from a ZIP file (not an ISO) of the Rescue Disk?

    I have two identical laptops, two different hard drives (different brands). One drive encrypted with VeraCrypt 1.23, one unencrypted. I had to switch hard drives and the computer with the VeraCrypt drive in it is in the endless "Automatic Repair" loop for Windows 10. I am unable to even start Windows and am not even prompted for the VeraCrypt password.

    Poking around in this forum it looks like I can boot using the VeraCrypt Rescue Disk, however, I may have outsmarted myself on that front. :-( When I first encrypted the drive, it looks like I saved the Rescue Disk in a ZIP file instead of an ISO image. I don't remember how I did that, but assume it was an option in VeraCrypt?

    Can I create a Rescue Disk on a USB flash drive with the files in that ZIP file? If so, how? What program should I use? I have Rufus that I have used in the past for things like this. But I'm not sure how to create the boot disk in there. Can someone give me some direction?

    it is efi boot. just unpack it to fat formatted usb

    Now, can you or anyone explain to me why I can't just boot normally from the drive? Why do I have to use the Rescue Disk? Is the VeraCrypt encryption somehow tied to the hardware?

    And is the only way to fix this to decrypt the entire drive and then encrypt it again?
