Programs for Sector by Sector Backup

I have seen a lot of talk over the last week about sector by sector backup of encrypted drives. I thought this might be a good time to address a previously unresolved post on this topic: https://sourceforge.net/p/veracrypt/discussion/technical/thread/c6bd0e99/

Much of what I've read talks about using images. If "images" means putting my data in a container, that is not what I am seeking. I have had problems in the past with image files failing to open properly, I do not want to trust my data to an image container file. If "image" means clone, as in an identical copy of the original drive, sector for sector, file for file, THAT is what I am seeking. A program that can do that, for example, while booting from a Windows (preferred) or Linux CD or Flash Drive.
