I have been trying for hours and still it doesn't work. I got to the page to create the folder for recovery, then I made the folder into a iso by renaming it, then tried burning it to a DVD using many different softwares. I'm really upset by this. Is there a fix?

The video tutorial you followed is for systems booting using legacy MBR
(when the video was made, VeraCrypt only supported this on 2016) but you
are certainly booting using modern EFI which is not supported by
VeraCrypt and in this case VeraCrypt creates the Rescue Disk as a ZIP file.
To check if this is the case, just check the default file name that is
shown by VeraCrypt encryption wizard: if it ends with .zip, then you
just need to extract its content to a USB stick as explained in the
wizard text.

I got the same problem, and go a bit further because files extensions was hidden on Windows 10 Home.
Then zip was created but can't be checked by Veracrypt so encryption can't continue ; any help on this trouble will be appreciated
