A Seagate external drive I've been using got disconnected while in use, now when its connected to my computer, the light comes on but the computer doesnt recognize it. When I open Veracrype, it also does not see the drive. Is there a way to reboot this disk so I dont loose everything on it?

If the external Seagate drive is not showing-up in Windows or VeraCrypt, then you have either a controller failure on the drive or the HDD itself has failed.
If you think it is the controller that has failed and you can hear the HDD spin-up without it making any strange noises, then investigate if shucking the Seagate HDD into a HDD bay external is a possible to attempt to get access again.
