Issue with external hard drive safe removing after VeraCrypt

Hi, I use external hard drive, and I have VeraCrypt container in this HD. After I dismount my container and close VeraCrypt I can't safe remove the HD, always get "Drive is busy". I tried to close all apps and kill most processes in the system (via Process Explorer) but still don't know who hold the HD.
I'll be happy for tips.

P.S. I use Win7.

This is a common Windows issue, reported many times before. If using process explorer and closing Windows' file explorer doesn't help, the only advice I could give would be to further investigate this issue on the internet.
