I was getting error 7721 when attempting to mount a partition that didn't have a drive letter. As soon as I assigned a drive letter to my encrypted partition, veracrypt mounts it every time.
I like to delete my drive letters to the encrypted partitions so they wont be in my way in windows explorer.
I dont know why it sometimes mounted fine without a drive letter, and other times gave me error 7721 but I wasn't able to find a solution from searching google so I wanted to share my solution here hoping it will get indexed by google. I'm not necessarily saying this is a bug that needs to be fixed, but it would be nice to have a more descriptive error message, or at least a googlable error message.

Can you please share the full error message?
Normally, there is an error message followed by a method name and a line number. I can't find any line number 7721 that can be related to the mount operation and there is no error code 7721 in Windows side.
So the full error message as displayed by VeraCrypt will be helpful to understand what is happening in your case.

I've just experencied the same exact issue. After I assigned a drive letter to the partition volume, then VC could mount it again.
I had no problems whatsoever until yesterday, that is to say in the past I could mount the same VC volume without assigning a drive letter. Then, something happened, a Windows10 blue screen. After restarting the PC, VC gave the error "The device is not ready. Source: MountVolume:7721" when trying to mount the volume. After assigning a drive letter, no more errors.
