USB Rescue: Error 15: file not found

hello.
I struggle to boot rescue disk from a usb.
pressing enter returns to the same screen.
i replicated the issue with mobalivecd.
according to google this is a common windows error?
any idea how to fix it?

but most of it is foreign language to me.
what is for sure is that the image is not named iso.iso. or could be the case of being case sensitive.
too difficult to try some other options and am not sure they are related.

i would like to follow this instruction of editing menu.lst

Copy the rescue disk file "VeraCrypt Rescue Disk.iso" to the USB drive at the root and rename it "veracrypt.iso". Another possibility is to change the link in the "menu.lst" file.
