I'm trying to send someone a credit card payment, but I don't know how to tell them to open the file I'm sending them. Do they need a password? Will it open automatically for the intended receiver?

You've probably sorted this out by now, but in case not ...
If you send someone an encrypted VC file container by email, the recipient will need to have Veracrypt installed on their PC. They will need the password (and any custom PIM) to open it. It would not be secure to send the password/PIM in the email! Either send them by SMS (or phone them through), or a separate, later, email if necessary.
Note that your VC file will need to be small(ish); some email services have a limit on the size of attachments.
