error launching veracrypt

I've a problem while launching veracrypt on a computer running win7 x64: on this machine, it refuse to run claiming that the distribution package is corrupted (when l try to launch VeraCrypt Portable 1.23-Hotfix-2.exe) and if I run it or decompress it on another machine, it run without problem.
I also have the message "[?]dist_package_corrupted[?]" when trying to run VeraCrypt-x64.exe on this win 7 machine.
I'm 100% sure that the dowloaded "VeraCrypt Portable 1.23-Hotfix-2.exe" is not corrupt, I've tried to download it several time from official site, but each time, ended with the same error message.
I've also checked the md5, which is correct.
I don't have any anti-virus installed on this machine.

This issue happens if the machine doesn't have the "thawte Primary Root CA" certificate installed and if Windows is unable to download it automatically from Internet.
On Windows 7, this certificate should be pre-installed so this is strange.
Can you please check the "Digital Signature" panel on the file properties of the exe file (it is called "Signature numériques" in French)? Normally you should see something like screenshots below.
If the machine is connected is connected to internet and if you check the digital signature the way described above, Windows will be able to automatically download any missing certificate and you will not have this error.
If the machine doesn't have internet, then you can download the missing certificate from https://www.thawte.com/roots/thawte_Primary_Root_CA.pem, rename it to thawte_Primary_Root_CA.crt, double click on it and then click "Install Certificate".
Am trying to launch a VeraCrypt x64 binary built with VS2010 on Windows 10( since VS2019 will give linker errors and not sure if it works).It builds fine but gives the above 'distribution package corrupt' error.I did install thwate certificates and also ran the signtool.bat,signtool_test.bat while also importing both IDRIS certificates as well as thwate ceritifcates into Trusted Certifcates via mmc.Do I still need to run the VeraCrypt Portable 1.23-Hotfix-2.exe when I'e built the binary myself?Please look at attachments.Also,Is veracrypt supposed to build with VS2019?
