I was using 1.16 to create an 800GB and it was going to take 8hours, wanted quick format and noticed I haven't updated in a while.
Update to 1.24 U5 All works except that on attempting to create the 800GB Volume it just goes to 100% hangs and that's it. I also won't abort. See the attached image.
Windows 10 1903
Creation on a 3TB Fully VeraCrypt encrypted USB HDD (Partition0)
Went through te standard process of creating a simple volume.
That's it. It just hangs.
Tried with a 5GB volume and same results. Even thought it won't 'Abort' the 'X' will close but it still hangs on to the volume needing to dismount all and close VC to release.
It's something with 'Quick Format' I'm now doing it with no option for quick or dynamic and it seems to be doing its thing. I'll find out 8 hours from now.
Quick format is buggy.

Ok, 8 hours later and Volume created with no issues. (Quick Format & Dynamic unchecked)
'Quick Format' is definately buggy.
I came here as I have the exact same issue... wanted to "quickly" create a new volume to do a backup and hit the forums after watching "100% complete" and 1.3MB/s disk activity in the task manager for half an hour...
Following your post I decided to try killing the task (it didn't), so have rebooted and will do a normal format instead.
