Hello there:)
I'm using VC 1.24 Update 7 on MACOS, i choose:

CREATE volume

Create a volume within a partition/drive

standard veracrypt volume

i select my usb drive (i tryed to choose both : volume and partition)

i chooser AES/SHA-512

i choose a password AND a keyfile

i will store files larger than 8 gbs ont he volume

i tryed APF and NONE Filesystem type (no quick format)

i will mount the volume on other platforms

i move the mouse to collecte the random pool

when i click FORMAT i get : READ-ONLY FILE SYSTEM Veracrypt::File::Write::340

Hello

Did you try to format previously in FAT 32 before using disk utility ?
