i have Windows 2016 server with two encrypted drives: system and non-system. Non-system drive added to system favourites and auto mounted on Windows startup). Everything works fine, but if I 'm redirecting new users profiles ( using registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\ProfilesDirectory=D:\Users) to drive D, start meniu for these new users does not work - it just does not open. If i'm decrypting non-system drive, start menu for new and already redirected to drive D users - works fine. I'v tried on virtual machine using BIOS and UEFI, with latest W2016 server updates and without them, but in all scenarios same result: on decrypted drive D everything works fine, on encrypted drive D - start menu not working.
All tested new users have administrator rights. UAC turned off.
Tested with VeraCrypt 1.23 Hotfix 2 and Beta 5 - same result.
When D drive encrypted and start meniu not working, on every click on Start meniu i'm getting error events like:
"Activation of app Microsoft.Windows.ShellExperienceHost_cw5n1h2txyewy!App failed with error: The remote procedure call failed. See the Microsoft-Windows-TWinUI/Operational log for additional information."
"Failure to load the application settings for package Microsoft.Windows.Cortana_cw5n1h2txyewy. Error Code: 5"
"Activation of app Microsoft.Windows.Cortana_cw5n1h2txyewy!CortanaUI failed with error: The remote procedure call failed. See the Microsoft-Windows-TWinUI/Operational log for additional information."
I'm also getting the same issue. Any accounts with a relocated profile folder cannot open up any UWP application, including the start menu, if that profile is encrypted.
If there are any logs I can provide, just tell me what you need and I can provide it.

I also have this problem. At first I thought it was a problem with Windows 10 relocating to a different directory (since I had no issues with Windows 7), but I can confirm that this problem only occurs when redirecting a profile directory in VeraCrypt volume. If I redirect it to a normal volume, this problem doesn't occur.
If you go to the user's \AppData\Local\Packages, you can see the Cortana folder keep getting created and deleted.
Is there a fix for this?
