Quick format doesn't do "quick" format but full

System: Win10 21H2
Storage: 2TB USB HDD formated with NTFS
VeraCrypt Version: 1.25.9

Steps to recreate:
Create volume -> file container ->Type Standard -> AES & SHA-512 -> 500 GB -> Large Files: Yes -> exFAT, Default cluster, Quick format "checked", Dynamic "not checked" -> Click on format
Immediately shows 100% with write speed 499 GiB/s, but it takes very long to finish, Task Manager shows constant write at circa max write speed of that drive so it's not doing a quick format.

This is s known Windows issue, which has already been discussed multiple times. Use the search function for "quick" and you will find explanations for this issue.
