I was able to install with "sudo ./veracrypt-1.23-setup-console-x64" though. Is there a simple fix for this or does the PPA need to be updated for people running Cosmic Cuttlefish?

You were close, but for the wrong repository. ppa:ubuntu-desktop/ubuntu-make needs to be updated for Cosmic users, the VeraCrypt PPA is already prepared for Disco users. Anyway, at this point you would have been able to use sudo apt install veracrypt and be done with it.
Note that with veracrypt-1.23-setup-console-x64 already installed you won't be able to install the package from the PPA as (obviously) there are file conflicts.

Yeah sorry about that, Unit. I had to purge the failed ubuntu-make install before I could do anything. That was the problem. And actually it wasn't easy to solve. I am giving ubuntu-make a wide berth from now on.
