    You have to first extend the partition using Windows Disk Management to occupy the free space behind it and then use VeraCryptExpander to extend the VeraCrypt volume.

    Extending VC volumes has been implemented only on Windows.
    For now, there is no plan to port the source code of VeraCrypt Expander to Linux or MacOSX.

    When using VeraCrypt Expander to expand an encrypted volume on an external HDD to fill all 3.64 TB of the HDD, and having first extended the partition using Windows Disk Management to occupy the free space behind it, VeraCrypt displays the following error message:

    Operation failed due to one or more of the following:
    - Incorrect password.
    - Incorrect Volume PIM number.
    - Incorrect PRF (hash).
    - Not a valid volume
    Source volTransformThreadFunction:1131
    

    I am certain that I am using the correct password and hash, and that I had not specified a PIM number. The unexpanded volume can still be mounted, but causes the following error when attempting to permanently decrypt it:
