Does Veracrypt Rescue Media contain encryption keys or password? Safe to store unencryped?

I am trying to determine whether or not it is safe to store VC Rescue Media unencrypted. I would think that because the rescue media requires the user to input the password it does not, but I could be wrong.

  yes, it is safe to store Rescue Disk without encryption because it
  contains only a copy of the volume header which is already encrypted
  with the input password.
