Here is a post from the developer explaining why he has the VeraCrypt project on different host sites. CodePlex is no longer being used since the site shutdown and is in achieve only mode.
hmm, I honestly wonder about Veracrypt being hosted on Github, a Microsoft platform. If there's no activity for a while, wouldn't Microsoft say that the project is dead, and then claim it now is taking it over and owns it? After all, the code IS on their servers. But I guess, doesn't belong to them. But still, you know that Microsoft has worked with the authorities.

If the project is really interested in switching the plattform I would suggest codeberg.org (GitLab based).
