Pre Test Failing:
When loading the pre test, it asks for my password/PIM which I give correctly, it says "Success
Start 0 290455552 len 0" then asks for my password again in an endless loop. I can still boot back into windows by boot device options>boot from EFI file>Microsoft>Boot>bootmgfw_ms.efi
When booting back into windows and trying to remove the bootloader through the veracrypt failed pretest window, I get a notification saying "Access is denied. Source: Veracrypt::File::Write:694

I had successfully encrypted a separate partition, and then also my system drive and had it all working properly. To get this done I had to change BIOS to disable secure boot, and then also followed a guide to change some command line stuff to rename the windows boot file mentioned above. It all worked great. However I permanently decrypted both successfully so that I could delete the Windows Recovery Partition, and the separate partition referred to above, so that I could merge them all and create one large encrypted system partition. The Windows Recovery Partition was not able to be merged as a Windows RE Tools partition separated it from the large partition, by that point it had already been formatted though. The other partition was successfully merged. I managed to find one other post that mentioned the same problem and they said they had deleted the recovery partition also, no solution or replies though.
I'm running a HP Envy laptop, Windows 10 Home 1803 64bit. Will send btc for the solution!

What version of veracrypt do you use?
Probably it is neccessary to select correct windows loader in DcsProp. See
