For the life of me, I cannot get the "next" button/tab to become operable. I am following the tutorial, have watched a couple You Tube videos and can't find anything to address this. Now I know I am only semi-semi (that is quarterly) computer literate, but much of the stuff I find is over my head. Any guidance. Is this a known hangup?
If you're referring to the Volume Creation Wizard, which page are you having difficulty with?

Yes, I am talking about the VeraCrypt VolumeCreation Wizard.
I am on the page entitled "Volume Password"
I enter the password I have chosen (21 characters, mixture of uppercase,
lowercase, numbers and special characters).
At that point I get stuck. I am unable to advance beyond.

Did you check "Display password" to confirm that both password values are identical? The only reason for the "Next" button to remain disabled is if the password values in the "Password" field and the "Confirm" field are not identical.
